A former academic and intelligence consultant, Tamara has spent the last two decades establishing human source networks used to identify, trace, and assess the interplay between politics, business and illicit activities in frontier markets. During her early career, she was a regular advisor to public and private sector clients on related issues. Her exposure to some of the world’s most challenging business environments provided her with the foundation to develop the ‘shadow governance’ concept, used specifically to help clients navigate international expansion and growth.
Between 2004 and 2006, Tamara provided exclusive services to the private security industry; contracted specifically to design human intelligence and analytical structures for companies with extensive operations in Afghanistan, Iraq and Africa. Tamara has been working with 3e for three years, advising on intelligence and political risks, specialising in helping clients identify growth opportunities in emerging and frontier markets, reducing exposure to political and governance risks, and managing operations through opaque and difficult environments.
Tamara is a graduate of the University of Manitoba (BA Political & Strategic Studies), the University of St. Andrews (M.Litt. International Security Studies), and the University of Wales, Aberystwyth (Ph.D. International Relations). She has published extensively over the years in academic and professional journals.

Andrew qualified as a prize winning Chartered Accountant with PricewaterhouseCoopers in London, where he specialised as a corporate tax adviser. Post qualification he moved HSBC Investment Bank to work as a corporate financier advising companies on mergers and acquisitions and capital raisings (including stock market flotations and secondary share issues). Frustrated at having to walk away from companies at the completion of a transaction, he subsequently joined the Baring English Growth Fund (“BEGF”) as a Partner. Sponsored by Baring Private Equity Partners, BEGF was a mid-market venture capital fund investing in privately owned high growth UK businesses.
Having spent ten years working in the City Andrew joined Close Brothers Group plc in 2001 in a principal investment role, supporting and reporting to the main board executive directors. In 2002 he was relocated to Guernsey to energise and integrate a series of acquisitions made offshore between 1999 and 2001. As Managing Director, he led the process by which 11 discrete companies in three jurisdictions were brought together to form Close Private Bank, delivering in the process a significant profits turnaround.
Following the acquisition of Close’s offshore operations by Kleinwort Benson, Andrew left that firm at the end of 2011 in order to pursue his ambition to work with and help develop high growth private companies. He was a founder of Grenadier Partners in 2014, and continues to act as an independent director on the boards of various listed funds and financial services companies. Andrew joined the 3e Advisory Board in March 2015.
